Background of the Study

Equitable distribution of public resources is a fundamental principle of good governance and ensures that all members of society, regardless of their socio-economic background, have access to public goods and services. In Nigeria, one of the challenges faced by local governments is ensuring that public resources, including government funding, infrastructure, and social services, are distributed equitably across different communities. Biu Local Government Area in Borno State, like many other areas in the country, has faced challenges related to inequality in the distribution of public resources, particularly following the impacts of insurgency and displacement.

Local governments are expected to develop policies and mechanisms that ensure fair and equal access to public resources. However, concerns about corruption, political favoritism, and unequal resource allocation have persisted. This study aims to investigate the role of Biu LGA in ensuring the equitable distribution of public resources.

Statement of the Problem

There have been allegations of inequitable distribution of public resources in Biu LGA, with some communities and groups claiming to be marginalized in the allocation of government resources. Despite the efforts of local government authorities to ensure fairness, the reality on the ground indicates a mismatch between policy objectives and actual outcomes. This study seeks to examine the role of local government in addressing these concerns and ensuring an equitable distribution of resources.

Objectives of the Study

  1. To assess the role of Biu Local Government in ensuring the equitable distribution of public resources.

  2. To evaluate the effectiveness of local government policies in promoting equity and fairness in resource allocation.

  3. To identify the challenges hindering equitable resource distribution and propose strategies for improvement.

Research Questions

  1. How has Biu Local Government ensured the equitable distribution of public resources in the region?

  2. What challenges does the local government face in promoting fairness and equality in resource allocation?

  3. What strategies can be implemented to improve the equitable distribution of public resources in Biu LGA?

Research Hypotheses

  1. Biu Local Government has successfully promoted equitable distribution of public resources in the region.

  2. Political bias, corruption, and security challenges have hindered the fair distribution of resources in Biu LGA.

  3. Improved transparency, accountability, and community participation can enhance equitable resource distribution in the local government.

Scope and Limitations of the Study

The study will focus on the role of Biu LGA in the distribution of public resources . Limitations include potential difficulties in obtaining accurate data on resource allocation and the challenge of measuring the impact of government policies on resource distribution.
